ActCorp billing issues

I have put my account on hold for month of oct-2016 (By Call to Customer care -act corp)..but they suspended my account and when i paid my November bill on 1st Nov-2016.Act Corp again generated a invoice for November -2016 for amount Rupees : 472. This is not the right way ,they are miss guiding the customer in wrong way.
