Airtel not activating rate cutter plan even after recharge

The matter of this complaint is, i am using this aircel network still 1-1/2 months (MNP customer from Vodafone) i was activated Rs.7 plan that is aircel – aircel 10 pesa /min on 04/october/2015 at 7:05pm But amount was deducted from my main Balance still it is not activated and i gave complain to the aircel customer care on that day but they are not resopnded clearly becouse of there mistake and they gave me compalint number also that complaint number is (20920490351). now today means 06/october /2015 it is still not activated my plan. my currency is unnecessary going waste becouse of this pa\lan is not activated but i recieved conformation message also but it is not activated. aircel customer care support are not giving such better service so i decided Rise my complaint in consumer court because this aircel network provider deducting amount from customer unnecessary without any customer mistake.

And i need Refund of my money…. I hope my problem wil solve as possible as fast.. ….
