Billing harrasment from tata docomo

In Apr 2014, I took a tata docomo internet connection. Till october I got proper service. From October services were automatically disconnected and there was no internet access. Complaints were filed againt the same numerous times but no action taken. After a month I got bill of 700 Rs without any usage and besideds complaint was also placed. I paid the bill for that month in hope taht my complaint will be resolved but no output. I placed request for disconnection and also dropped mail but next month again I got the bill. I did not pay and raised the same concern to customer care. Again no resolution and next month again bill generated. After that customer care representative called and said taht representaticive will be sent to resolve but I should pay the bill. I refused as I did not use any net for 2 months. After sometime I again got call to negotiate and pay half the bill and tried to convince me to continue the service. I refused. Even the instruement was collected and I was a given a receipt against it and was supposed to get advance payment of 1000 rs within 25 days. I did not receive any money.

To my astonishment I got a call on 22 jul 2015 stating ,tata docomo has filed a case against me for non-payment of bill for which legal notice has been sent, whereas I did not receive any notice. I asked to send again the person he will not send again and asked me what to do. I said send the notice I won’t send pay money then he started abusing. I warned him and said that will complaint againt him . He said to come to court and disconnected the call. The number of the person is-9xxxxxxxxxx5. On finding got to know taht no was of airtel executive.

This is so ridiculous and whole thing is so badly handled by Tata Doocomo. It appears that the company is scamming the customers of their money without taking any responsibility.

I want consumer forum to take action against this and help out for the mishappenings and the misbehaviour on cal on the name of legal action.
I want my advance payment back and penalise the tata docomo and the person who misbehaved
