Company not replacing fused LED bulbs bought under Ujala Yojna scheme

I have purchased 10 led bulbs on the ujala yojna of govt of Bihar from energy efficiency services limited on 15/02/2016 but 5 of them were fused and I have gone to the elec.office but they refused to replace and send me from one place to another but not replaced anywhere. I request you to kindly take necessary action against the agency.

Refund from Patanjali – Rs.1018/-: Ms. Disha of Indore 452003, Madhya Pradesh did not receive refund after she cancelled her order on Patanjali mobile application. The order ID was 7678163797. Refund from DTDC – Rs.1,040/-: Mr. Vivek Sharma of Bangalore, Karnataka (vivek0217[@]gmail.com) sent a courier through DTDC , reference number D17166789, on 10th May 2014 but it was lost on its way to Delhi.
