Complain regarding online shopping on Instagram

I had ordered a saree paying 3200/- to an Instagram designer in Lajpatnagar, Delhi. Her name is Pxxxxi sign and her site on FB and Instagram is Prashi_dress_house. She took the money 4 months back through paytm and post that used to tell me that the saree will reach me in a week. Days and even months passed by, she doesn’t answer my phone nor my messages or even pings in Instagram for that matter.

Her number is 99xxxxx5. I tried calling her from a different number still she does not respond. I want my money back.
