Complaint against Aircel regarding activation of SIM

I lost my mobile with aircel sim-8796740428(which i was using from more than 2 years) on 11-Oct, and I applied for a duplicate card on 12-Oct-2015 and card was received next day after submitting Documents from the retailer at the Aircel Store of AKURDI PUNE(MH), and was assured that the card will get activated withing 24-hours, but it is more than two week still my card is not activated.

When i approached the retailer about the same, they just gave cool answer that is the problem with the AIRCEL COMPANY system, and when i called the customer care nearly 10-12 times, but the worst service what they had given is irritating, each time call go to an executive he’ll say “approached to the retailer, I can’t do anything from here””,

Why they are playing seesaw with me from 12-Oct-2015, and when these long lasting 24-hour end.

I have provided same PhotoID prove as previous and pay Rs.100(much cost for a duplicate sim), but why it is taking too long time to activate a sim.

Activate this sim ASAP and also give a satisfactory reason “Why it is taking that much time”
