Complaint regarding disputed transaction on Kotak Bank card

I got a fraud transaction some days back for which I raised a dispute request. While raising the request bank person told that he would temporarily revert the amount from the statement. When the bill is generated, that dispute amount was included and the bank is now forcing to pay that amount as well.

When the amount gets settled, they say to apply for new credit card to use that settled amount.

I am totally unhappy to pay the extra amount of 5000 that was not at all used for my personal reason.

Please look into this.
