Complaint regarding MTS service

I have purchased an MTS wifi dongle after looking the information on the MTS official website where I found a number of a sale person. I ordered and got it delivered to my home along with some promises like if I’m not satisfied with the service I can apply for refund. The plan was for 15GB usage with 9.8mbps for 1299 INR. The activation took about 2 working days which was the first incorrect information given by the sales person of MTS and then when used it only gave the speed of 249kbps maximum. When raised a complaint, the engineer came to my home and checked the speed which I would get it in my locality and he assured me that I will not get more than 512kbps maximum. when raised the refund, the customer service people said that they cannot give refund because I have used 1 GB of usage. and now they are billing me for 2 months usage and wanted me to pay and harassing me by calling up everyday in the morning. Since I have purchased a new connection because the MTS was not helping me with my requirements, I have stopped using it and informed the customer people that I will not pay anything as i have not got the service for which i was promised for. I don’t know how but need to know how to screw these people.
