Complaint regarding non-delivery, no refund from Ebay vendor

I placed a bid on ebay and won with Rs. 33,000 on 10/03/17. Seller messaged me final amount will be Rs.27500 & told me to transfer money on his ebay a/c he texted me. I called ebay customer care they told me to ask the link from seller on ebay message which i did. After receiving link I called ebay & they confirmed link is safe, secure & ebay guarantee will be there. So i made the payment through the link on 12/03/17 Seller sent me invoice, updated wrong shipping details & not picking my calls then I left seller a message on ebay to give valid shipping details & contacted ebay after one day on 17/03/17 they esclated the case, 19/03/17 they registered complaint against seller, 22/03/17 they were working on the case. On 22/03/17 they first time told me transaction was offline but in last they said you’ll get refund within 2 days in your account. 24/03/17 asking to transaction details they said system is slow, please wait amount will get reflected in your account by evening. Till now i have no received the refund now they are denying it. I have all call records & mails. Please Help
