Complaint regarding non-delivery of refill cylinder by HP Gas

I have booked my refill cylinder on 23.10.2016. but till date i have not received cylinder. I have raised complaint on HPGas portal and i have approached dealer three days back and they told bill not generated. i have asked why these many days delay in generating the bill. they told it was their default, and immediately generated bill. The next day they have given the bill to delivery boy. Since three days i have been calling delivery boy, he was dragging the days daily to delivery the cylinder. Now, he is not at all picking the phone. It was almost three days my cylinder was empty and no body is responding. Even my first complaint was closed without resolving my issue. Again i have raised the complaint, but stlll issue was not received. please check the attachment for my complaints. Even i am not getting any response from dealer when i called 8008104515 as provided in complaint
