Complaint regarding non-receipt of refund from Ebay

I have made a Purchase From Ebay.com on 14-06-2016 of Rs.3999/-. My Order Could not be Delivered by the Seller due to Some Reason. My Refund Request has been Rejected by the Ebay.com.

Further, On complaining about it on 28-06-2016, I have been Assured that Refund has been Initiated / processed by the Ebay.com and will be Credited to my A/c within 4-6 days but i haven’t Received the Refund amount till Now.

On Contacting through Ebay Online Chat, I found on 06-07-2016 that my Refund has not been Processed by the Ebay.com and my Refund Details is not with the Person Chating with me on 06-07-2016 and she replied that no Further Complain will be Raised by her but she shall take up this issue and Shall intimate me Within 48 Hrs but No reply been Received From Her.

Hence, Now, I request you to please make my Refund Processed from Ebay.com and make me paid by them. Further, I request since more than 25 Days have gone i had paid for the Amount of Rs.3999/- i Request you to make Ebay.com to pay Interest / Penalty on Such Amount Blocked by them till Upto Date of making Payment to me.
