Complaint regarding non-receipt of refund from Vodafone

Dear Sir, As the current cash handling problem, we had decided to recharge our prepaid mobile through debit card / internet. Vodafone recharge facility shows at there website, But after recharge no talk time or service credited to my sim card. Vodafone now telling that it is my mistake that I have done in wrong circle. So they will not give any cash back / talk time/ anything. Please guide what we common people can do for such cheating like Vodafone.
