Complaint regarding online recharge with Paytm

On 15th july 2015 @12:01 am i recharged my reliance mobile with Rs 74, which is a 5 day 1 GB net pack. I used my paytm wallet for the purpose. I got message from paytm: “your order is successful” but my mobile service provider sent me a message : “this transaction cannot be completed”.
ultimately Rs 74 got deducted from my paytm wallet and i did not get any kind of recharge confirmation from my operator i.e reliance telecom.
now the main problem is when i am calling paytm customer care, I can hear the greeting message and the phone is getting disconnected.The question is whether they have provided their help support no for display only?? why they are giving 100 percent refund guarantee if they are not reachable how can we ask for refund request??the paytm is a total fraudcompletely disappointed with this company.
