Complaint regarding poor service from MTS

I bought one MBLAZE Data card they promised very good speed. After some time the speed got reduced and I had to call customer care many times for the same/After that I moved to other location and the datacard did not get connected. I wrote several mails to them mentioning that I have not received the service and will not pay the bill. Now after sometime the Datacard was barred. Today some guy called me and asked to settle the amount which is 2400/- or else he will send me a legal notice. How to sue this kind of organization and take action against them?
