Complaint regarding refund from Airtel for broadband connection

I applied for an Airtel broadband connection on the 26th of June 2016. The next day an employee named Mr. Axxt came to me to collect an amount of Rs. 1000 ad the broadband installation charges.
I got no connection updates for about a month, when I called up again and again they would say the connection will be installed by tomorrow, the day after, next week and so on. I called the Airtel support and they said that the connection cannot be installed at my location and that I would have to apply for a refund, so I did.
I was given a reference number from ad they said that the money will be refunded with 3-4 days but I got no refunds.
Since then I have has several conversations on this email and I have been given several reference numbers and fade deadlines that my issue will be resolved. But that did not happen. Its been 3 months now but I still do not have my refund and every time I send them a mail they ask for the documents again and again and this keeps on going.
