Complaint regarding refund from Flipkart and phonepe

I want to register a complaint againt flipkart and phonepay. I placed a order of nova room heater on 8th jan 2018 and i paid using phonepay but the order was not placed and my amount was deducted. After that even i called multiple times to flipkart they asked to call to phone pay then i called to phone pay they asked to flipkart and i am being fooled by both these parties. Its been15 days and no solution has been provided.please help to register my complain.

Complaint against MakeMyTrip for short payment of train ticket refund – Rs.1272/-: Mr. Thiyagarajan of Kanchipuram, Tamilnadu (thiyagarajan.t(at)gmail.com) had posted a complaint with us on 28-03-2010 for non-receipt of full refund from MakeMyTrip against cancellation of train ticket. Refund from Patanjali – Rs.1018/-: Ms. Disha of Indore 452003, Madhya Pradesh did not receive refund after she cancelled her order on Patanjali mobile application. The order ID was 7678163797. Refund from DTDC – Rs.1,040/-: Mr. Vivek Sharma of Bangalore, Karnataka (vivek0217[@]gmail.com) sent a courier through DTDC , reference number D17166789, on 10th May 2014 but it was lost on its way to Delhi. Package contained shoes worth Rs800 which was declared. He had submitted all documents in support of his claim of Rs 1040 (800+ 240 courier charges) but DTDC were not processing the same.
