Complaint regarding refund from Hotel

I had booked a double occupancy room in Ocean Pearl Beach Resort, Havelock from 13 Dec 16 to 16 Dec 16 and had made complete payment in advance(Booking voucher attached). However, the trip had to be cancelled at the last moment due to cyclone warnings in Andaman islands issued by the government of India. I had informed the resort owner/officials by 08 Dec 16 regarding the same and subsequently, the resort had promised a 50% refund of total payment by mail correspondences. However, despite repeated mails and phone calls, the resort owner has not refunded the promised amount till now. The mail sent by the resort promising 50% refund amount is attached for reference.
