Complaint regarding refund from India Island Tourism

I had booked cruise tickets with India Island Tourism in May’15. I received the tickets late after several calls of follow-up. However, my wife had to undergo an emergency operation – cervical encirclage – and was advised not to travel. I immediately informed India Island Tourism and was advised that the ticket can be ccancelled, with a 10% penalty on the total amount paid. The remaining would be refunded. I was asked to send an sms confirming the same which was done. However, since May’15 I have not been provided with the refund. I have made innumerable phone calls, sms, emails but to no avail. Following was the responses I received: need to check with accountant; will get refund by 11am; refund has been made etc. I have sought for a confirmation email and transaction reference of the refund if it was made. This has not been provided. It means the refund has not been made yet. It has been 11 months now. They do not even answer my calls. When I call the landline, I am told “Sir is not there”.
