Complaint regarding Reliance Wipod speed and billing

I have bought reliance wipod on aug 17 2015(9381136782). i took postpaid plan of 40gb, the dongle was activated 2 day later.. from that time am facing slow internet connection. i compliant so many time but no solution as given . i even asked them to cut the service but they refused to do so.. to sought out this issue they will take 3-4 months, i was shocked amd they said they will bill this period .. i asked them why i should pay for low connection, i dont want ur service for that no proper answer was given. my last compliant was on aug 28-236878670, aug30-237043302 sep 16-237605639. in between i call their customer support but they simply drag the issue with out solving. i invested 1200 for their useless they are forcing me to pay the bill with out solving my issue.
