Complaint regarding short receipt of payback points from Ebay

I Purchased big bazaar gift coupons from ebay on 11th June 2016, and was promised 20,040 payback points for this transaction (screenshot attached). But I have been issues only 2004 payback points, which is 10% of what was promised. I have written numerous mails, and called unlimited number of times asking for resolution, but what I get as response is While on call: “We have escalated your issue to higher level authorities, who will look into the matter and respond within 72 hours.” but the reply never comes.
if I send an email, a similar response is: “We are committed to help our clients, and will respond within 24 to 48 hours”, but those 48 hours have never passed, as I received a reply just once, saying that its a special case, and we will work upon it to provide resolution, which I think was dated 24th June. But no further calls or email were responded to properly. Even upon saying that I will go the legal way, they did not give any sign of resolution. Please help!!
