Excess billing by ACT broadband

I had an act connection in 2013, which was perpaid and had paid for 7m. after 7 months ACT did not diconnect or renew the connection despite many calls and complaints. they charged exorbidantly, though the connection was not provided nor there was any usage during that period. in vain i stopped using the connection. in 2015 september i wanted a connection nd act promised me a waiver and accepted the mistakes of excess billing. the agent charged me for 6m + 1m free and took a cheque for service period of sep 2015 to march 2015. the bill they provide is also not legible and gets erased of in few weeks. after this i got a mail saying that i requested for a change in plan and they are now charging me again from dec 2015 to june 2016 . when enquired about this . they say they have deducted the previous balance against the cheque i had paid and they continue to give the connection and charging me for this period also. ACT charges exorbitantly.
