Excess billing by Vodafone

I’m vodafone postpaid customer using dual simcards in one handset, (One sim provided by Company, Second sim – my personal no.) though ive not used data on my second simcard they have charged me heavily around Rs. 4177/-, I’ve lodged complaint with their Customer care & written email & done numerous followup.

Finally after visiting their gallery, they are ready to wave off approx. Rs. 3500/- & asked me to pay Rs. 650/-.

My query is I’m sure that Ive not used second sim for data usage as I using sim1 for data usage. My monthly billing on second sim is approx. Rs. 200/- still I’ve to pay Rs. 650/- to keep my number active.

Can I take action against this. Please help.
