Failed payment to NIOS, amount not refunded

On 28th september 2017 i paid for admission in nios d.el.ed. but the admission status say that payment is not made……and i pay it by sbi mastereo debit card throug h citrus pay. sir please help me to refund this type of sum of money which is deducted from my account.
