Gas refill cylinder not delivered, but subsidy received

My LPG booking date 07/Mar/2018 10:56 P.M, is registered with ref no 232354. I am very hopeless that ,till now I don’t got my booking cylinder. but I got gov.subsity 12/mar/2018
What is possible? This situation create previous booking then they told that give me a chance but same problem?????? . Urgent basis I bought a cylinder black market. con No 7541935036
Please solve my problem and got my Mony

Replacement of Micromax Mobile – Rs.7,200/-: Mr. Sambuddha Dasgupta of Guwahati purchased one Micromax Q413 mobile on 6 October 2016. He submitted the device with the service centre on 17-04-2017 for various issues but did not get delivery of the phone even after 15 days.
