Hotel charging 100% extra for packaged water

I have visited this hotel on 26th August 2017 for lunch. I was charged 40/- for the waterbotlle though the bottle costed 19/- (MRP on water botlle). When i asked the hotel management about this , answer was: its a 3 star hotel and they have right to charge 40/- . When i informed them that customers can complaint the same to respective departments about the issue if they charge extra on the MRP, and the management guy told to complaint if i need to.
