Money not credited by Paytm for failed transaction

I tried the payment mode from paytm on purchasing a voucher on ‘nearbuy’ and the amount of Rs. 248.50 has been deducted from my Bank account and the payment wasn’t made(i.e. the transaction failed). It has already been more than 15days and I haven’t received my money back. I have tried emailing, but the only reply I get is “thank you for writing to us, we would get back to you in next 48hrs”. I have also confirmed with the ” nearbuy” that they haven’t received any money from “paytm” after “paytm” blamed “nearbuy” for the money.
