Non-plastic carry bags being charged by big retailers

As per my knowledge, the practice of charging carry bags came into being to discourage consumers from using plastic bags. Now big brand retailers such as the Reliance Industries, Aditya Birla Group, and many other retailers have discontinued the use of plastic bags in their shops and use paper/cloth bags instead. But the customer is still being charged for these bags. Is this not a malpractice? Since paper and cloth bags are recycleabe and are environment friendly, why should they be charged? I think these big industries are making a fool of the customer by taking advantage of their ignorance in this matter.
