Non-refund of deposit by Vodafone

I user of Vodafone Post Paid #98xxxxxxx5 had made a security deposit for roaming of RS:7500/=. I have an outstanding bill for the said no: for which I requested the company to adjust it with my security deposit and remaining credit my a/c despite my several visit to Vodafone Store requesting for the said issue I use to get excuses one or the other. I have only record of last three visit which are on Dt:28/11/2017 at Saki Vihar SR NO 384693954 another on Dt:05/12/2017 at Santacruz Khar SR NO 387104682 Token No 286. I also called Vodafone customer care on 5/12/2017. My claim is that why the company is harassing me by restricting my services as I have excess deposit amount then my outstanding.
