Paypal Not responding for withdrawing money

I am unable to withdraw my money from paypal to my bank account. There is a mismatch of name in my bank acc and paypal and to solve this i have mailed my scanned PAN card and paypal does’nt respond. I even tried to call and the call is directed to a conference call. Paypal does’nt communicate too. Please help. Also there is the same error message i get every time i try to tansfer, i have attached the screen shot for your reference.
