Paytm not refunding amount debited for failed transaction

Sir /Madam , firstly i used the paytm for bill payment of my mobile and it was successful. Secondly i used it to pay the bill of Big Basket for amount of ?1508/- which was debited from my account immediately but the big basket company did not receive it and the transaction failed. I had to pay to big basket any which ways as it was important .. When i requested paytm to look into the matter they told me to send a bank statement. As i sent it a day later they said it will be refunded in 7-8 days .. Bt after 10 days i kept on emails to them they replied it will refund within 48hrs -72 hrs .. The above hours also passed bt yet nothing happened. Again i emailed them about the same and got a mail that the concern team will look into the matter in 24-48 hrs. Hours passing by and days passing by. Ive lost my hard earned money to a broker or a agency which collects money from people and pays their bills like my watchman does. But when we ask our watchman that why he didnt pay he atleast gives us our money back … Imagine this company collecting 1000s of rupess from lacs of people and doesnt pay the party they can enjoy the amount for a month or so without any interest a company gets to use hell lot of money.
