Product complaint not resolved by Ebay

On 01.12.2015, I made a purchase from Ebay .in( fiona semistitched dress material payment paid through debit card
PaisaPay ID 41163698246 amount being paid after discount Rs 1799.10 ( discount rs 199.90 ). I received the product on 07.12.2015, on opening the colour did not match as shown in the image and the length is too long, cutting it shorter length we have to cut the embroidery, after all the design is in the embroidery. On 8.12.2015 ,I made a claiIm. Claim ID being 1504255, every time i call up the only response i get wait for 48 hours, the claim department will call you, I even exlplained to them, i bought this dress for my wife for Christmas, it seems they are least bothered..i want my money to be refunded. please help.
