Refund not received for failed credit card transaction

I have made a payment of 15000 to crack verbal , and the transaction was failed as cracking verbal didn’t receive any money and amount was debited from my credit card, I have been following up with credit card dispute people for 40 days, they have been telling we are doing it , we will be doing it , I have to make many tranotations with the refunded amount , I am waiting for that refund but these guys donto reply properly, kindly help me with scenario

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
