Regarding delay in Reliance 4G upgrade, after making payment

My reliance net connect Not upgraded to 4G even after proposal form sent to reliance on 13-8-2016. usually this has to be upgraded within 10 working days. An amount of Rs 1599 is debited from my A/c at South Indian Bank, Mala being the cost of wipod. I have contacted by email many a times to reliance customer care by email and to support. No action is seen taken so far. I am aggrieved by this action of Reliance. Kindly do the needful
