Tata Docomo not refunding invalid recharge money

Currently I am in roaming, and I will be in Roaming for two more month.

Today I recharged my Tata Docomo mobile number(8xxxxxxxx8) with Rs 126, in which they should provide me 1GB of 2G data for one month.

But I could not avail that facility. So I contacted their customer care representative, they informed me that according their policy, it is not possible to use their data facilities during Roaming. So my money should be refunded back to my bank account through original payment method. But they are refusing to do so.

Help me out please.
