Tikona broadband service complaint

I took tikona connection on 23/07/2015. my plan is ADBBM4M750. I paid 2280 inr for my package. But from the first day I am not getting the speed..I complained many times..I called and emailed also in tikona customer care but till this date 23/08/2015 no any progress on my complain. I used to call every day whenever I called they said that the problem will be resolved in 8working hours, 24 hour today. till this date they even didn’t sent a technician also at my place. they said sometime its a band with issue and sometime network breaking issue. I want a proper solution by the company and also want my money to be refund with interest.
