Vodafone deducts international roaming charge without consent

I did not activate international roaming on my number and as a result I did not have any service on my phone activated during that time. The day I returned back i.e. 9th March 2018 suddenly an amount gets deducted from my balance. When I call Vodafone customer care to inquire about it, firstly they put me on hold for 35 mins & still noone answered my query & after that one of their representative told me that I had activated international roaming (which obviously is not true else I would have had service on my phone while I was traveling). And the time they are telling me about the roaming getting activated I was on a flight at that time. So it is just not possible because if I had to activate roaming then I would have done the same when I was traveling & not on the day of my return esp. when I was on the flight back home. I want the amount to be refunded back to me at the earliest.
