Vodafone delaying port out request

I had being trying to port out of vodafone for atleast 2 months now, every time the request goes to them they find a reason to reject it. Typically they are not providing complete information on outstanding amount and the amount that will be due by the time the port out happens, insufficient information is provided by the call center execs, then when the request reaches their systems they reject it because the system shows some small amount still pending. On 25th April I recieved a SMS saying my request is being approved and then on 28th Apr I recieved a SMS saying the request is being rejected. Why approve and then reject? I feel cheated here, they are not allowing me to port out by all means.
