Wrong debit for withdrawal at Axis Bank ATM from ICICI Bank account

I am out of India in Saudi Arabia from July 2015. My father on my behalf had gone to withdraw an amount of 10700 INR from AXIS Bank ATM with ICICI Bank ATM Debit card on emergency purpose.

The transaction date was 06-09-2015. But amount was deducted from my account but unfortunately no cash came out from ATM. Because Limit in other bank(Axis Bank) 10000 with ICICI bank. So, 10700 INR is not possible for this transaction in Axis Bank. I have been running from Pillar to post to get my amount but unfortunately due to negligence of ICICI bank I am unable to get amount.

I have complaint several times but they are not replied me.

Complaints no’s are : SR382064760 & SR381744019

I also requested for CCTV video footage but they are not disclosing the fact with me.

Please help me in this regard.
