Complaint against Syberplace for non-delivery

I have ordered Lenovo A7000 mobile on 28 Feb 16 with order no.100061148 and paid Rs.6999/- online through ICICI Bank debit card. From that day onwards order showing accepted. I waited for 18 days as per their policy for delivery within 7-13 days. Then mailed on 16 Mar 16 for refund of my money due to non delivery of item. Since then I have mailed many times/reminders but neither getting satisfactory reply nor refund.

It is bothering, as my friends told this is a fake company and neither GoI nor the Cyber crime branch is initiating any action against such criminal activities. Though, I have consulted the legal advice, but seems to be lengthy. So please help me.
