Complaint regarding Airtel Broadband new connection

I have applied for a broad band connection at airtel and paid 1000 rs. after 3 days I received the confirmation message on 1 April 2016 regarding connection with in 3 days but after 3 days they said there is a fault in wire in your area and we can’t provide connection to you. I requested for refund of my money they said it will be sent via check within 1 month after 1 month they said we are not counting Saturday and Sunday in this 1 month as they are off days i have to wait for móre days. I am waiting till now and haven’t received any refund or connection.

If they are unable to provide connection why they had taken money for registration please help in getting my money back. I am sending an attachment of payment slip of 1000 rs. Given by them and my fixedline account no :7027065826
Installation order no:57253414(given by Airtel in a confirmation message).
