Complaint regarding delayed refund from Ebay

I ordered two products(1pc motorola BR50 battery and 1pc Totta full housing panel for Motorazr v3, Paisa pay ID- 42490411779) at a same point of time from Ebay and I made a prepayment of Rs 499 on 1st of May. The Totta housing panel got delivered in the right time but on 5th May I got a mail from Ebay that the shipment of the BR50 battery is delayed but will be done by 8th of May. After enquiry on 10th May, i found out that the seller responsible for shipping the product has not been able to get the shipment done, and hence i will get a refund but only after a considerable period of time (as per the customer service executive of Ebay it will be given back on or before 24th May). The company is giving baseless excuses and it is because of their incompetence we, the normal consumers are suffering. We make a prepaid transaction but are often mistreated. Such imcidents shake our hopes over e-commerce platforms.
