Complaint regarding failed transaction for passport payment

I applied for passport on 22/02/2017 my account was debited by RS 1512 but their website is showing transaction failed. i called on thier toll free number many times but the answer was not at all needful. and they give the payment gateway no of sbi but that is always busy. i am trying daily but the line is always busy. i mailed the same to thier department on 22 feb,7 march, 15march but i did’nt got a single reply for the same.please sir help me out of these issue it’s more than 21 days.
