Complaint regarding poor services from travel agency

We have booked Agra, Mathura tour from Delhi, and further Rajashtan tour in continuation through Travel Triangle, who recommended Carlo as travel agency.
The trip for Agra & mathura including pickup & dropping to Delhi airport + over night stay at Delhi was finalized by Carlo for Rs. 12,000/- with Good condition transport by Innova car. Accommodation in a deluxe Hotel for 5Pax.
The Rajashtan trip for 9 nights and 10 days is finalized for Rs.23,000/- per pax including deluxe accommodation (tripple & double) with breakfast & Transport by good condition Innova car.
But, right on the very 1st day as we landed, the car deployed was poor conditioned Cheverlet Enjoy, which was noisy, no AC and finally, broke down at about 15km from Agra (on return journey in the evening). After a long arguments with Carlo travels and waiting we got the replacement for dropping back to Delhi at around 9.30pm in the night. The rest of the program – Mathura, brindavan, Janma sthan could not be taken up. Hotel was very horrible – the used rooms are given, no towels.
We kept informing everything to travel triangle and Carlo persons. The next day we have to be picked up for Rajashtan tour from Jaipur airport. Again a bad conditioned Innova vehicle deployed (rear shocks out of order). We had no lunch but long arguments to get the replacement of the vehicle. Finally next day it was replaced.
Added to the above, the hotels booked were bad at Ranthambhore, Jodhpur and Jaipur in addition to Delhi.
All this has been narrated and well explained to Travel Triangle and Carlo. Initially they agreed over phone that the Agra trip payment will be paid back, but later when asked at the end of the trip they declined. The rating, advertisements, terms agreed all are broken by both facilitator and service provider. We claimed Rs.24,500/- including extra cost of the hotels we spent on account of bad accommodation, no tripple accommodation (extra bed provided in double room), bad transport at two places – Agra trip, jaipur to Ranthambhore). All the facts are put forth to both the agencies immediately. Both of the them agree for spoiling the tour, but dont want to refund any amount on account of it. In fact they took 100% (1,25,000) in advance before the start of the tour, paid with confidence for 100% satisfaction guarantee as advertised on their web site and pursued by the agents. But, totally deceived by them loosing our money, travel pleasure, trust of family.
