Complaint regarding motor vehicle insurance claim

I had purchased a car policy from National Insurance Company Ltd from 18 Nov 24 to 17 Nov 25 for an amount of 17348/-. I filed a claim on 06 Oct 25. The bill was of 31270/- whereas the estimate was prepared(on the basis of survey conducted by National Insurance) for amount 66885/-. The insurance company paid an amount of 22600/- and I was asked by the dealership (RD Automobiles, Dibrugarh) to pay the balance amount i.e. Rs. 8670/- despite having the insurance for a year.
