order worth ?499 not delivered by KPN fresh

I Have ordered around 20 items in KPN fresh online app, order#28xxxxx4, one of the item was missing (shivaji vip premium boiled rice) worth Rs. 499, when raised refund, it was rejected stating no photo, how come we give photo for undelivered items, when I call customer support, they keep raising the refund about 4th time now but it’s not approved, they keep that your refund will be processed, but is not.
