Account blocked by Citibank after screening for IMPS

My savings account has been blocked after Citibank due to their internal procedure screened one of my IMPS transfers. They are asking for the DOB, Age, Place of birth of the individual the money was sent to.
I am unaware that these details are required.
So i owed some money to MTS for datacard connection, i was called by some individual from court for the settlement and i agreed to pay 500rs for final settlement. They agreed and send me an account number, name and IFSC code to transfer the money to. I did an IMPS and after 2 months Citibank is asking me for the DOB, Age and place of birth of that person. Considering the reason of transfer i dont have these details since i dont know the individual personally.

Citibank are harassing me to get these details and have blocked my account. Its my salary account and i need it unblocked immediately.
