Complaint about poor quality, wrong fabric from instagram vendor

I got very poor quality and wrong fabric for a dress ordered from Instagram page (India_ethnic_bazar). It was clearly told on the Instagram messages about return and refund policy but now when I am trying to connect them. They are not responding and even gave a fake number for return and refund when asked multiple times. I paid 2250 as COD. Their Address: Kasturi fashion, Surat 395003

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
