Complaint regarding unauthorised online transaction

I am writing this mail as my last resort of help to recover a sum of $25, deducted from my debit card by a online transcription by a European website OnlyFans( App, website ,Twitter account all existent) on account of a spurious subscription to their website.Let me take this opportunity to clarify that I have never subscribed to any of their subscription and its clearly unauthorized and illicit from their end.When I came to know about the illegitimate deduction , I brought it to their heed and demanded for a full refund of $25 .They agreed to do so and stated the refund was issued. Till date, haven’t received the refund, despite continuously trying to communicate with them through Twitter. They have been unresponsive.I urge ICF to look into the issue and help me out to retrieve the said sum.
