Disturbance in cable TV channels

I am facing disturbance in channels, the channels gets stuck and it is not clear. When I complained about this 4 months back, he stated that we need to change the cable wire.

I agreed to that but he never changed it, he is ignoring my calls and never available in his office. I am paying my bills every month but unable to watch any channel and my payment is going vain.
