Fraud in the name of Website development

On 4th dec 2019, had made the payment of 7080/- for the website development. But after the payment there is no support and after a continous followup for 8 months they updated that there is no website development done in the company and the money will also not refunded you can think the money is gone waste.
I Need help from the consumer forum as its happening in a regular basis with many startups where we are investing money and the companies are doing Fraud. Made the payment through razor pay attaching the same.

SBI Reward Points – Rs. 14,265/- – Mr. Vipul Goel, of Nawabganj, Kanpur 208002, Uttar Pradesh had 57060 SBI reward points(worth ?14265) linked to SBI account. He was given an AWB number but it did not exist. He then requested them to cancel the order but rediff.com was not willing to cancel the order. Refund from Snapdeal – Rs.1,847/- : Shabeer Ali of Malappuram Dist, Kerala 676122 had purchased items from Snapdeal on 11-11-2014 and then cancelled some items later. From the day he was having problems with the machine. He many times but he was not getting service from Prestige. But after the payment there was response from Quikr. Neither they were receiving calls nor responding to emails.
